file locations

Putting the logo in the oscar folder risks it being overwritten with a deb upgrade

../backup.png above would be found in /var/lib/tomcat9/webapps/ROOT/backup.png

The Acceptable Use Agreement should be put in /usr/share/oscar-emr/OscarDocument/oscar/OSCARloginText.txt

deb supplied settings

the buildDateTime and buildtag will be updated by the DEB on upgrades
